I can settle this, Greenie controls the expansion of the monetary supply at it's origin but once it's out of his hands, it's out of the cage and out of control. He can take away the punch bowl if the party gets out of control, though. OTOH speculative bubbles tend to act like firestorms, they create their own oxygen source and they keep consuming everything until there is no more fuel.
