Gao,

Raising interest rates caused the economy to slow, and lowering them is causing it to accelerate.

For the last few years the economy was growing at the speed limit, with the current tax structure.

I don't see how a heavily back end loaded tax cut makes any difference for this year. The economy will grow substantially in Q3 and Q4 because of the lower interest rates.
