I was thinking about a business or farm that was productive (I suppose defining productive would be difficult). The estate tax kills many small businesses that would otherwise thrive. The tax is just too burdensome for the small business. I do think that there should be a difference between basic assets and a productive business (that provides employment, etc.) in terms of estate taxation. If I inherit $5M cash, then what have I to do but spend it. If I inherit a business that was valued at $5M (unlikely that it could be sold for that), then the real incentive should be to grow the business, and the tax laws should not be an obstacle.

Perhaps deferring the tax on the business or farm until it was sold would be OK, except that the deferral should be interest free.
