The rationale was that most people are inside and wouldn't be able to hear them anyway. My answer to that is, well, what about those people who ARE outside and are unable to watch TV or whatever?
Even in tiny villages, there is usually some way _ a fire truck, a church bell, whatever _ to sound an alarm.
Is it common to not have tornado sirens in north Texas? TIA.
