If all the votes of all the people that went to the polls to vote HAD BEEN COUNTED then Gore would have won. They weren't and he didn't. Something like 130,000 ballots were thrown out along with an many additional people who were not allowed to vote because of an erroneous felon list ( that was obtained from an agency in Texas! ) One county director of voters was not allowed to vote because her name was on the list!! She knew something drastic had been pulled off.
