I disagree with your characterization of PERS. The chairman,Jack Micheal is a harvard MBA who had been very bearish on the stock market for a long time and according has found most deals overpriced. I like the fact that he is prudent with the cash. In the past, his trading was mostly futures but the recent Q said they had a LARGE amount of "marketable securities" on the balance sheet at 3/31. Further, the weakened IPO market bodes better, I think, for an eventual aquisition. I have not talked with him in many months but will probably give him a call soon.
