Such as the

(1) Mexicans crossing the border to file for instant refunds in border towns.

(2) It's amazing that it took 20 years to require a dependent child social security number to file a claim.

(3) Is it still possible to file multiple claims via 2 or more returns if you have several kids?

(4) Filers combing neighborhoods for unused kid's SS numbers to file claims.

Probably more scams. There were people who had filed Social Security numbers for their pets.

If one is going to refund the income tax, it should stop right there. The FICA tax is a claim on future benefits. At the least, they should lose their claims on such benefits. And if these people are allowed to opt out, it should also raise the question that others should be allowed the same option.
