Generally that is the case. Here is what they are talking about:

this a normal yield curve, Bullish.

Last Oct.- Nov the yield curve was so inverted that some smart bond traders locked in an over 7% on short term (3m-1yr)notes. (1 year CDs were at that price, too). This is while the 30 year was at 4-5.5%, not bad considering what the average equity portfolio returned at the same time.
