It was a rationale for raising taxes using balanced budget rhetoric. Every spending control mechanism was easily reversible in subsequent budgets. In the end, the Republican Congress enforced spending restraint just as surely as they made Clinton sign true welfare reform......

DIdn't one or all of the Republican Congressional leaders stand up and refuse to take any blame for what they claimed would be a fiscal disaster?
