The California Independent System Operator called a Stage Three alert at 3:10 p.m., San Francisco time, as power reserves dropped below 1.5 percent. The agency called on utilities to cut 400 megawatts, or enough power to light 300,000 typical California homes. The state has about 1,000 megawatts less supply today than yesterday, said Jim McIntosh, director of grid operations for the Folsom, California-based ISO. One megawatt lights about 750 average California homes. Demand was expected to be 1,000 megawatts higher today than yesterday as hot weather increased air- conditioning use, the ISO said. About 96,000 power customers in the state had hour-long blackouts yesterday because of limited supply. Millions of Californians have lost their electricity for periods of an hour or more during rolling blackouts that hit in January, March and this week. During rolling blackouts, power cuts rotate among groups of customers to prevent a failure of the state's 32,000-mile power- transmission grid.
