Even before receiving the report of the fundamental 18-month review by Sir Robin
Auld, the Court of Appeal judge, officials were preparing to implement the
reforms. They are ready to adopt some of his most controversial proposals,
including the disclosure of a defendant’s previous convictions to juries and
removing the right to jury trial in many middle-ranking offences.


The reforms will also include: a single criminal court with three tiers to which
defendants will be allocated by severity of crime; weekend and night courts; a duty
to fulfil jury service; the scrapping of juries in fraud and child-abuse trials; and
decriminalisation of a host of minor offences such as non-payment of television
licences.

Thousands of cases that now go to the Crown court will no longer be eligible for
jury trial
and will instead go to a new tier presided over by recorders sitting with
two lay magistrates with powers to jail offenders for up to two years. The new
Crown court centres will be combined with county courts; up to two thirds of
existing county courts could be closed.
