1. Congress sets the budget.

1. The President sends the budget to Congress. read the news recently?

2. Republican Congress reined Clinton in.

2. Obviously you didn't look at the numbers or read my post. Clinton did better at controlling spending while he had a Democratic Congress. Do the math yourself, if you can.
