If you accept public breast feeding, why not public sex, nudity, or urination?

Because breast feeding can be, and almost always is, done discreetly and in a way that is barely perceptible to anyone who isn't looking very closely indeed. Unless you happen to be staring at the start or finish of the process, you wouldn't see anything more than you would looking at a woman in a low-cut dress. That, of course, aside from the fact that reasonable people might be tempted to place feeding a hungry child in a different category than having sex, going nude for no reason, and disposing of bodily waste.
