The budget is passed down from the White House. The House makes modifications and passes it on to the Senate. Then comes conference and back to the President for veto.

I'm sure you have seen all the news stories where Bush has put together a budget which :

1. Cut taxes.
2. Increase education spending.
3. Cut environmental spending.
etc...

Since 1980, control of the budgetary process has belonged to the White House.
