No crock at all. In fact, your examples back Ish's point. Clinton gutted the military budgets and by his lying about how repubs wanted to starve and freeze old people, the chickenshit Repub Congress went along rather than do their duty. With a lot less money to spend on training, these types of accidents increase. That's why Bush's plan to increase military spending makes sense.
