Even though the Dalai Lama has not lived in Tibet since 1957, still they presume to exert control over his public activities. That is because even though they control the actual Tibet, it is the virtual Tibet, the Tibet that he leads, a Tibet whose borders now reach far beyond the physical, that they fear.
