That probably has more to do with it being a 1U cabinet with a 300 watt power supply. Think about it, if they have to slant the DIMMs, there probably isn't enough room to have a conventional heatsink and fan on the processors. The heatsinks on the processors are probably a low-profile device with a fan blowing from the side. Under those circumstances, 1.2GHz is probably pretty good.
