SACRAMENTO, Calif., May 9 (Reuters) - Even if California is repaid for the billions of dollars it has spent buying emergency power, the state will still face a $3.4 billion budget shortfall next year due to a weakening economy, the state's nonpartisan legislative analyst said Wednesday.

Analyst Elizabeth Hill said California will not bring in enough revenues to pay for all the programs in Gov. Gray Davis' proposed $104 billion budget for 2001-02, meaning cuts will be necessary.

She added that her forecast assumes the general fund will be reimbursed for the emergency-power purchases to keep the lights on in the nation's most populous state -- a tab which has so far hit some $6 billion.>>

What do you figure the odds are of getting the full $6B back? Also, I wonder if this deficit figure takes into account the decline in capital gains taxes from crisco options holders? Man, cali is in for a world of hurt...
