I use to own VLO and UDS. Sold them both in January to focus on my shorts. It appears I traded in some good longs for some good shorts. I'm considering going long again.

What I liked about VLO was the insane environmental laws which created all the gasoline grades. VLO specalizes in the unique grades of gasoline. If I still own VLO I would watch for reduction in the number of grades of gasoline.

With President Bush having an oil background and the Vice President coming from HAL. I suspect some sound changes will be coming. Expect to see fewer grades of gasoline. Instead of each major city with its own standerds there will be 4 to 8 federal classified grades that the local markets will have to select from.

As far as who would benefit from a construction boom. The only publicly traded company I could think of is Foster Wheeler FWC. I'm not sure though. No oil refineries were built since the 70's. So you can't exactly look at current sales.

If I am wrong, at least Foster Wheeler is involved with power plants. Last I heard the federal government wants one new one a week for the next 2 years.
