AMD/UMC deal or non-deal -- is it for co-investment OR for farming out production?

Pravin, that Asiabiztech article seems to have AMD doing a joint venture with UMC for a 12" fab. Maybe the translation is faulty, but it sounds to me that AMD is inviting UMC to join it in building a 12: fab.
nikkeibp.asiabiztech.com

...AMD is reported to have invited UMC to join its 12-inch fab investment plan in 2000. {typo?} Its 12-inch fab is expected to begin volume production in 2004, far behind arch-rival Intel's comparable facility, which is scheduled to begin volume production next year. It is believed that AMD will find it difficult to compete with Intel, which will supply cheaper processors with its 12-inch fab, if it fails to farm the production of its processors to specialized contract manufacturers at that time.

To boost product competitiveness, AMD recently announced that all of its high-end products will adopt IBM's SIMOX-SOI (separation by implantation of oxygen -- silicon-on-insulator) process. UMC, IBM, and Infineon Technology AG are co-developing 0.13-micron process technology. As a result, industry experts believe that AMD will probably consign UMC to produce microprocessors for it.

Sanders has always said that the highest performance chips have to be built in your own fabs.
"Real men own fabs." TM Sanders Co-ownership of a 12" fab is a wrinkle we haven't thought about previously. Is this story saying that co-investment in 12" fab is something that is still a possibility, or that was the year 2000 plan?
