Perhaps we should discontinue administering oaths to people so that they are all placed outside the position that Clinton faced.

Legally, as long as the question is permissible to ask, and the matter is material to the case, lying is perjury regardless of motive. An example of immateriality is if you are a witness and give a false account of why you were at the scene, so long as it does not bear on any contested issue. Clinton himself signed the legislation permitting more latitude in seeking patterns in cases of the type he was in with Jones.

Morally, by the way, the worst thing is the willingness to sacrifice everyone else to cover the lie. He would have ruined Monica to protect himself (remember, she was a crazy stalker); he would have bankrupted Betty Curry to fight exposure; and he would subject Vernon Jordan to legal jeopardy to enlist his aid in finding Monica a job to silence her.
