Naked shorting of US stocks is also allowed under the securities regulations of many foreign countries. Many hedgies have brokerage accounts in Canada for this purpose.

In Canada, there is some overall reconciliation of long vs short holdings at the large clearing houses, every few days. Those often lead to shorts getting bought in on heavily shorted stocks. But in practice, they don't catch up with you for at least several days. Also, buyins are done at the close of market and it's routine to just turn around and re-short the next morning.
