I hear what your saying, but a couple points:

First, I can't think of many business sectors where the small companies are competing "on a level playing field" with the big companies.

Second, why shouldn't developers have to "sell" the potential of their application to the carrier? I don't think a carrier should just accept any developer's application without bias.

Third, price competition among developers is positive in my mind. If a developer is willing to take a less percentage of the revenue then another so be it. This is capitalism at it's best!

Fourth, if a developer develops a good applications and doesn't want to work with the carrier, the person could sell the application outright to the competition.

I'm sure the developers aren't to happy that the Q may develop their own applications for BREW. My suggestion to them is don't get mad, buy QCOM.
