Toshiba is both partner and competitor. I think these flash cards are coming out of the Virginia factory. You get one quality from one factory, and the total output of that factory is split 50-50 between Toshiba and SanDisk. I assume SanDisk has the same product, same quality, and at least a similar price. I'm not worried if SanDisk uses less PR in announcing its product, as long as they hustle and line up some sales.
