I would assume that ARM still makes a royalty fee from Intel's XScale design, but the Intel CPUs are higher performance, than other designs, and thereby sell for more $. I would assume the Intel margin per CPU is therefore better than standard ARM7/9 core CPU designs

So who can afford to invest the $$ to compete with Intel in the (Strong)ARM arena? Will Intel essentially commandeer this architecture? Who's to stop em?

Robert,

ARM makes the most popular CPU's in the world. The largest use of them is in cell phones, which require very low power consumption. Floating point match is not required.
