No, the double-punched ballots are indicative of democratic election workers tampering with the ballots.

The already voted ballots are stacked and Gore's number is punched. The gore ballots aren't effected as they were already punched. Ballots that didn't have a vote now are Gore ballots. Ballots that were for other candidates are now void. The problem with that method is it leaves a lot of pregnant, dimpled and hanging chads. Sound familiar?
