BCE cut budget for long hoal b/c they are buying it from 360Network etc.
On the other hand Bel Canada is the most aggressive deployer of xDSL in N.America, so access and IP/ATM budget has not been cut.
Telus for example has recently added several hundred $ for
DSL/ATM.
People from Canada know how aggressively they are expanding.

Some poor journalists like S.Moritz from THe Street .com can do not even try to been selective.
In general budge for access, IP over ATM, IP/MPLS, DWDM metro
has not been cut in the case of strong players.
