This hasn't been true for a while. Lot's of things have changed since the '60s. No doubt you might find some small communities where this is true in those states, but you likely could find the same in many other places in the country.

Why use a standard that is not legal in Florida or in Texas under the Bush law or in any state that has specifically addressed punch card ballots.

I am not proposing that a standard that is illegal in FL should have been used so your question is not very relevant to the discussion.
