I think Albanians do accept UN troops, but killing of Serbs have accelerated....

PS The reason that Cyprus is easier to solve is that there are central gvn on both sides...
With say Palestinians or Chechnya or Kosovo there are only groups that are at best are difficult to control and have their own agenda....The central gvn can't be neither installed nor to hold accountable for actions of "rogue" elements...The price for "stability" say like Iraq, is Central Gvn so brutal to their own people that it either unpalatable Brutal Dictatorship or no gvn et all

Also the problem will likely be water not oil...Unlike Oil, No alternative water source is on the horizon..Israel would never give up control of the water resources...No piece is on the horizon there..ever
