Gas is cheaper now than in 1965, adjusted for inflation.

Bush needs his phoney tax cut in order to take credit for the recovery from the non-existent recession he has been trying to induce.

and he desperately wants that tax cut....and he changes the reason for the cut to fit whatever the current scenario is...

The opponents of tax cuts do the same thing. If the economy is doing well and there are big surpluses they say it will overheat the economy. If the economy is not doing so well then they say it will cause deficits.
