Those access numbers refer to read speeds -- not writes. Some applications are read-centric, i.e., read performance is central to the application's usefulness, so write performance is, ahem, not mentioned.

The writes are still in the microsecond range: 14.3us to write a 16-bit word (see page 42 of the data sheet pdf: amd.com )

The maximum 133MB/sec read throughput is accomplished by using a wider, 32-bit "double word" access, and probably some other tricks, none of which I understand too well.
