She was cuffed and arrested when she became irate at the cop that was ticketing her. She had no license on her person if I'm not mistaken and that kind of escalated the matter. I'm not sure if the kids were belted in but I think the cop thought her behavior and attitude was putting the children at risk. It seems from reading the USSC decision this could have happened in all 50 states. Most states do not actively use this power as it causes the reaction we are seeing. abcnews.go.com
