Flats, in what way is the reg you quoted "free market"? If I own something and someone else wants to use it, in the free market they'd have to pay me what I asked, and I could refuse them for any reason, like, they weren't paying me enough to make it worth my while. This isn't "deregulation", it's just different regulation. If electric power is one of those things like railroads where there's a natural monopoly, so be it.
