I think your #2 - poor MHz scaling to make the most sense. FWIW, Apple's dual-processor G4s were initially and IIRC still are limited to the 533MHz speed while they offer two other grades above that due to chip scarcity.

I thought another possible reason would be that if AMD has some "slower" Pallies they would be valuable as SMP at lower clock than as spare parts to dumpster or shuffle off without making a real release (like the T-Birds that were available below the lowest official speed). I am not sure how much this makes sense though if the workstation/server have additional cache relative to the mobile and desktop versions.
