I like to blame the regulation that went before and all the uncertainty around the change itself, but I don't know the full history and how they came to be so short ... undercharging the end-user (or not allowing them to be gouged) does delay the adjustments necessary if the same deal is going to be in force, but I think the "deal" is likely to change ... issuing bonds that will take ratepayers 15 years to pay off to just cover summer purchases ought to provoke outrage, IMO
