Yep, the $400 million allowed ML to admit no guilt.
Let me tell you the deal you always want to make. Steal $1 billion. Pay a $200 million fine but admit no guilt. You get to keep $800 million then stay in business waiting like a buzzard for the next great meal.

The only reason you pay the $200 million fine is to avoid costly litigation and to get the US government off your back.
