where's the proof? what does he call small? I think it would have to be large on a percentage basis ... heck, even if it took a high price to bring it back into balance and it could be time-differentiated in the rate -- you still have the problem of 1) communicating that to the customer in a fashion that they can act on it 2) provide the technology to act on it and 3) the peak is due predominantly AC load -- getting customers to cut back here is difficult the cost of 1) and 2) are not trivial.
