Yep...tried to tell you that twice. The reg establishes the starting line and requires a level playing field in this regard. You seem to have missed that it also effectively separates the various service entities of a company...the transmission sub from the generating sub from the trading sub from the broker sub and so forth, to accomplish that...homework.

Dereg is as close as you'll get to free market in electricity due to the nature of the beast. Reality intrudes on your free market fantasies for the electric industry. Without the non-discriminatory open access tariff we'd go from regulated public utility to "free market monopoly" by default in a heartbeat due to the infrastructure barrier to entry. Competition would be a dream.

As a user I'll take a regulated public utility monopoly over an unregulated monopoly created by "free market default" any day.

If you want the other as a user, fine...bend over. I hope you get what your asking for.
