FERC doesn't set these on a ROR basis, right? They simply have to be filed with the FERC -- FERC doesn't perform any price setting does it?

I really don't know as I don't have to deal with transmission charges -- someone tells me what to put in the budget and I do it ...

cb...if you read the ferc publication, it is more of a "mission" statement, and not statutory....too many "wild cards" in the calculation...the "wildest" is the stranded cost recovery", by many who shut down nuclear facilities...and these costs are rather large, as in the difference between plant cost and current market value...the current market value was determined by last sale, and in some instances it was a company like peco, selling assets to amergen who was really themselves...$4bil initial asset sold for about 100mil...and the difference was added to the calculation of the tariff...
