yes, interest costs are lower than for other concerns, but what would market rates be to these firms under the old system of regulation -- I'm not sure they'd be that much higher -- you're right it is a form of subsidy -- but most of the subsidy was for the wires, not the generation.

And the risk really was lower when backed by you-know-who

I'm glad that was done -- my comment was in reference to on going costs. There are other things that folks might term subsidies -- tax abatements and the like -- I have a harder time viewing these as subsidies ...
