To win the IPS war, Intel needs 0.13u and copper to beat AMD 0.18u copper. By then, AMD will have SOI. And Intel will be behind again.

I don't think so, unless AMD is manufacturing production chips with SOI right now. Are they?

Can you point me to a reference which shows that the Athlon/1.33 has
better performance than P4/1.7?

I looked through the SPEC website which shows the contrary.
