Who gives a? 1.8 or 5% is really quite irrelevant in this instance. The fact is, both Dems and Reps spend gobs of money that doesn't belong to them, money that really should not be in Washington in the first place. The Dems definey grub for money more than the Reps. But not by much. Your little "first year" crap don't mean a dang thing. It certainly doesn't pin down the general spending trend between the two parties. And, most important to me, it DEFINEY don't be showing the truth about HOW the Dems spend the money. Dems are much more eager than Reps to spend my money on pure trash like homo erotic "art" and crap like homosexual artists who fling blood into their audiences. I'd much rather buy a few more bombs or a snazzy multi-gazillion dollar fighter than fund that crap. (grin)
