Hey CB. Just did some minor reading on VA SB 1269.

Va has been considered a low cost electric state. Unfortunately for you and other Va users you have unusually tight transmission constraints (downright peculiar in fact.) Virginia Power's existing 80% market share could be a problem in this regard. See that article posted earlier (by JHP re: New England) for how that works out for users in the "end" when transmission is constrained and only one or two companies can supply locally.

But, on the bright side you and your sister will have a lot to talk about beginning after Jan 1, 2002 if I'm reading the timetable correctly. It seems you will get just what you've been asking for in the "end."
