I think (IDRK) management made a judgment call and determined that the 6 Billion (my guess) r and d and plant modification necessary, may not have warranted pumping an old design up 15% just for bragging rights.

Whereas that same expenditure might be warranted over time for a new platform.

How much is that worth? Not much if it severely takes away from other development. Two-point market share loss instead of four-point? Big deal. And it's likely that Intel's 1.13 GHz fiasco would have simply turned into a 1.2 GHz fiasco, if you catch my drift.
