I think that their rationale was that biotech investors were suddenly going to pull their cash out and invest in banks.

Because rate cuts mean that institutional money will be attracted to more cyclical market sectors. Biotechs are seen as more "defensive" in nature, and attract flows when the economy is percieved at great risk.
