Starr certainly looked hard at everything and everyone. Many people in Arkansas had to mortgage their homes in order to pay attorney fees. It's incredible that more people didn't go to jail considering the extra-constitutional powers of the special prosecutor with a grand jury.

Jim MacDougal was a manic depressive and it seems it was well known that he had always had big plans but bad record keeping problems. Perhaps typical of the "Up, down" sequence of his disorder. When Hillary's law firm finally got to see the records from Whitewater they were in complete chaos. I read that she was livid and took great effort to make some legal sense of MacDougal's mess. Since they had already lost the money, she was not creating something that hadn't already passed. That might explain why it was so difficult getting the records......Nobody knew what Mac Dougal had done with them.
