What temperatures are you talking about? Well, in fact, it's a moot point. If it's cold enough to make a big enough difference in clock speed, it's cold enough to expose materials that are in contact with each other that have different thermal coefficients of expansion to possible problems. Cryo computers have been tried since the 70s, at least, and people always give up. Who's working on it? IBM? HP? Compaq? I don't think so.
