OT The refinery capacity is definitely part of the problem, along with the 9 EPA "clean" gasoline formulations required by the Bush / Clinton EPA and the various states. Fuel manufactured under Ohio standards can not be rerouted to Illinois, for example. High barriers to entry for possible competitors, and limited substitution of goods.

The "oxygenated patents" held by Phillips caused Exxon to decline to manufacture fuel under that standard, for example, which directly contributed to the shortages in Illinois last year. Proprietary standards defended with patents.

Californians' reluctance to invest in new power plants has also played a role in the current situation. Even with the most recent increase, a Californian will pay less than a NY or NJ residential user. We currently pay 11.25 cents per kwh.
