Of course it was strongly backed by industry. Who doesn't want free government money. You won't find anyone in the country more opposed to corporate welfare than me.

Problem with "public"/private partnerships, government has this knack of ALWAYS picking the WRONG technology to back.

Carter's oil shale program was based on 50% private/50% public funding. The idea was that oil shale was not economical in 1980, but would eventually become economical as other sources dried up, and as the technology for extraction became mature.

This was very sensible approach, and was strongly backed by industry.
