Tax rates might be lower then they where pre-Reagan but they are higher then they where after Reagan's tax cut. Also the %of GDP that goes to Federal taxes is at or near a peacetime high for the US. Affirmative action may be on the defense but its a strong defense when it gets cut in some way it pops back in another way. More and more government regulations pass every year. I don't think it is a golden time for libertarian thought in the US.

In CA the per capita tax rate on personal income was 5% in the 60's and is now nearly 9%. The sales tax was 4% and is now over 8%. They haven't yet discussed a gun law they didn't want to pass and then we have the Energy Problem, complete with Czar and 5 year plans.;) Remember tax freedom day is still extending in May.

So some rates are lower, welfare is getting scrutinized, and some politicians talk about smaller government but it is going to be a long hard road achieving it. On a graph I would say we are flattening out.
